When you have 50 rings in your item storage, try this. After doing a homing attack up the arm, you'll lock on to the head. Immediately after you press the A button to attack, tap the chaos emeralds.

Make sure that you keep tapping the chaos emeralds until Sonic transforms. Be warned though, the camera gets messed up and control becomes very difficult.
