Once again, I am having trouble finding a hidden Luigi, and this time it's in 2-5. Like last time, I'm going to skip it for now and move on, but if I find it I will put it in this post's comments.

Found it! At the end of the level, hop on the fence to the right of the flagpole and shift the camera to the right to see Luigi in between two of the fence posts.
