I'm certain they will remake Hoenn game, it's just a matter of when they do it. In XY game I counted 4 references to Hoenn, so it's a really strong possability they will make it soon.

Raquaza was part of both Ruby and Sapphire as a catchable, you needed to climb Sky Tower. So most likely they will have him in there like last time.
