    The arc projector doesn't use thermal clips so there is no heavy ammo... I know this isn't the weapon your asking about but it does meet the criteria you stated in the question

    It doesnt quite fit because I did ask for a weapon that cools down after overheating. Heavy weapons don't do either. They use power cells. Also when I said in the game I meant ME3.

    It's the gun turrets. They are mass accelerator weapons that still cool down after overheating rather than use thermal clips.
