Do you see the glowing around each head? If you hit a head with its weakness, the glow will fade for a little while. If the glow is gone, that head can't use some of its attacks.

You might either try alternating between Blizzard on the Fire head and Fire on the Water head, or bring two Black Magic-users and have each one focus on one head.
