    I think she won't be back. Everyone assumes the original 12 have to return and it's annoying. Jigglypuff is completely irrelevant now. In brawl Sakurai was going to replace Ness for Lucas.

    Original 12 is a fan theory, Sakurai hasn't confirmed anything. In brawl he was going to replace Ness for Lucas and Ness was part of the original 12.
