    The guy closest to the changing room in Kiloud City will tell you. He will only tell you the highest ones. If he says that those stats are unbeatable, they have 31 IVs.

    I just realize that the Japanese one has 4 perfect IVs and my Espeon has 5 perfect IVs. I can easily breed an English Eevee with 5 IVs of 31. If you are unhappy with the Eevee, I will trade back.
