    I think that's a tradition for the Gameboy games. The Wily Castles give you new weapons or weapons from the other games.

    Megaman Dr. Wily's Revenge on GB was first. You fight Quickman, Bubbleman, Heatman and Flashman in Wily's castle and get their weapons.

    Oddly you also fight Fireman as a stage select boss so it might be the first Megaman to have two fire weapons in the same game. Heatman in Wily's castle, also those guys dont have their own stage.
