( I think ) you have to beat all the grand prix, using the gyroscope function for the 3ds. Im not entirely sure.

play 100 races and 80% of them have to be gryroscope and if you play 20 races without it you loose the golden steering wheel ps i had it one but then my brother played a bunch of races on new years ev

I think it depends if you get the Highest score possible for each race and prix. ( which means you'll have to get first place every race, and have eight or more gold coins when you pass finish line )
