Talk to the photographer on Windfall Isl, he'll give you tasks to perform. once you complete all three he gives you a colour pictobox. You have to have the monochrome pictobox from behind Tingles jail cell first

If you need help figuring put who take photos of for the three tasks just ask, it just took some exploring of the island. But it was more about patience as you need to follow some npcs from far away to get the shot, or wait forever for them to arrive where you need them

The first one is of the man in red suspenders. Wait for him to walk to the post box,and take a photo of him dropping a letter in it. Second is of a man in the cafe/bar. Throw a pot at him to make him scared, then take a photo of his scared face. For the last one, wait for the guy who likes to walk the town to walk by the lady in yellow. Take the photo when they look at each other as he passes
