    H1's torpedo to sink stats seem to be consistent what it would take to sink a 5HP sub, SMLH(DMG) 6, 5.25, 6, and 6. H10 comes up to 10.5, 10.5, 10 and 10, a 10HP sub. but if H1 means health 1, then this makes very little sense.
