    The strongest is Explosion, with 250 Power, and also using only half the opponent's Defense in the calculation, so it's effectively 500.

    Explosion is the strongest physical move, followed by selfdestruct. However, V-create comes in 3rd with 180 base power, but has the drawback of lowering the users def, spdef, and speed after use. Also @Shima, explosion doesnt halve thr ememy defense anymore, so it's just 250 damage.

    Oh you mean special as in stuff like legendaries. I thought you meant special as in physical/special attacks. After explosion/self destruct, the next strongest moves are the variations on hyper beam(hydro cannon, blast burn, rock wrecker, giga impact, etc), focus punch, eription, and water spout at base 150 power. However, they have some serious drawbacks.
