    Technically, it's not possible to stop them. They're like, random RPG's encounters. What's their purpose? Well, the last task of Gotham Protector Path challenge is to "stop Crimes on process ON EACH ZONE" (Bundley, Diamond, Covertry, Sheldon Park, etc) Ironically, the last task is also the first you'll complete in new game+ since the first crime on Process is in Pioneers Bridge.
