    If you remember, there's actually times where they are most likely speaking Hylian. Fi is probably speaking Hylian, and pronounces Link's name as Madas. At the end of Wind Waker, the king of Hyrule is verbally speaking and it's possibly Hylian as well.

    In WW the King of Hyrule/Red Lions, Valoo, Jabun, Tingle, and the Great Deku Tree, and speak Old Hylian (which was used during OoT/before the Great Flood) and by the time of WW is an ancient language
