Sakurai isn't one to back down from a challenge. And as for balancing problems, most fighting games these days have updates to fix that sort of thing. I wouldn't be surprised if Smash Bros. followed suit.

He's not doing it by himself. He has thousands of people from many different companies, including a lot from Bandai Namco, which has a lot of experience with fighting games. And why are we even talking about DLC on this post, anyway?! It's about demo codes!
