Yes, actually. Just shoot him like crazy. It's hard, but it works. Or, shoot the Illusive Man's other minions until the cutscene comes.

The game should go on like usual. By looking at the background, I can see that you are on Thessia. You can't kill him there.

If I'm wrong, and you're farther in the game, just use the tip I gave you earlier. It should work, depending on how well you use your squadmates, and how quickly you can move around a room, chasing someone down.
