Originally the Illusive Man was going to turn into a reaper hybrid as the final boss. Then the designers thought it would be better if he fought with his mind since that's his weapon.

Then somewhere along the line they decided this amazing trilogy didn't deserve a final boss fight. So we honor Marauder Shields. Never forget.

Yeah, they thought it would mean more if the player fought a familiar enemy instead of a random monster. I find it reminiscent of saren in ME1 so it's sort of poetic
