    dude, im sorry. you arent old enough. you must have put in a birthday that was too young when you made your profile. it's a 'mature' rated game, so the have to put age restrictions on.

    the only way to do it is by making a new profile, and making sure your at least 20 years old. then it will let you do it. if you delete your old account, you'll find that most game data has been saved

    mabye you can try making an older account for your parent or something, download it, and then try to access it on your original acount. i havent tried it, but it makes sense.
