    Are you thinking of Pokemon-Amie? Because that isn't max happiness. You might want to look up the difference between friendship and happiness, as it is kind of hard to explain.

    There's your problem right there. Try giving it a Soothe Bell, having it be first in your party, or getting it a massage from that one girl. It takes a while though, so be patient!
