The wheels are sky blue, kinda neon-ish, and they look like they have fans with 5 blades on them in the middle

dude I have every wheel in the game, they aren't wheels

The wheels seem to alter the speed of a player, making the kart not slow down at all offroad or in water, continue driving while being hit, and make drift... well, basically bullet bill speed.
