    The regular Ghost Miis are meant to be somewhat helpful in showing how other people completed the course and/or got the Stars/Stamps, maybe even showing you one you may have missed.

    Later, Fast Ghost Miis will get unlocked which will have a time above their heads, showing they are a Ghost Mii to race against. Basically, a Speed Runner's challenge.
