You have to trade for it with one of the traveling goron merchants. Can't remember which of the three or what you have to trade atm. ^^; To start the quest, tho, talk to the Windfall merchant.

Just checked! Trade an exotic flower to the merchant on Mother and Child Isles. To get the exotic flower, trade a sea flower on Greatfish Isle. Trade a town flower for it on M&C Isles or Bomb Island.
