The pictobox is at the back of Tingle's jail cell on Windfall. Push the box to reveal crawl space, and be careful of rats. Somewhere back there is a chest containing the pictobox.

I can't remember the exact route I took but if you're at an intersection and you see what looks to be a wooden plank instead of stone DON'T go that way as that is a rat and you'll have to start over.

It's also a lot easier to tell the difference between wood and stone if your crawling in first person mode.
