You get there by first going to the mother and child isles if you have the hero's bow and the sobg cyclos gave you to teleport to get the ice and fire arrows

then you're gonna wanna go to fire mountain to get the power bracelets and then to ice ring isle to get the iron boots. i suggest doing the earth temple first though
