    You'll get a villager's pic if you become best friends with them. To do that, you need to do tasks for them, be nice to them, send them letters, etc.

    It'll take at least 3 weeks to get a villager's pic, but, typically, it takes months to get a villager's pic. Cranky villagers take the longest amount of time to get their pics.
