    Just ignore them. Don't talk to them at all nor send letters. One of the villagers you are keeping will let you know when the other is moving out.

    Talk to them only ONCE the first time you meet them and then completely ignore them. Another thing I do is hit them with a net, put them in pitfalls, etc. but that takes longer for them to move.

    Also, if they ever want to come up and talk to you, talk to them. They might want to talk to you about moving if they want to talk to you.
