    Yes, but IMO that's where I think it fits best. The ambassador games didn't feel right on the 3DS to me.

    Joking apart, I see no reason why they shouldn't be on both platforms - hopefully, the virtual console will span all nintendo systems.

    I think GBA should be on 3DS; if they really want to bring handheld games to the Wii U they should bring original Game Boy games with Super Game Boy enhancements!
