    He was designed by the people that made the game. The "Party" is a reference to who owns the character. Lucario is a 2nd Party character.

    Lucario was designed for gen 4 way before the movie. They used the movie to keep advertising the eventual arrival of gen 4. He didnt originate solely from the movie
