    Kind of. It's slow paced and very strategical. The levelling up and unlockables has the addictive quality of a Call of Duty or GoldenEye Wii.

    Does the levelling increase stats or just a rank of experience?

    Your stats don't increase, but as you level up you unlock more powerful subs. You can additionally modify the stats of your sub and add other attributes by equipping crew members that you rescue.

    In the upper right of the first pic are the crew members I have equipped. Some adjust stats slightly, others do things like boost sonar range, give you extra torpedoes, or repair your sub if surfaced.
