    It needs to gain a level when it's raining. The rain *has* to be in the overworld, it can't be from Rain Dance or Drizzle. It often rains where you find Goomy.

    Level it up at level 45 and above while its raining in the battle. has to be weather you cant just use rain dance... which stinx... Hope i helped :)

    Level it up at level 50 or higher on route 8 14 15 16 19 or 21 which are all the routes that it SHOULD be raining on sometimes.
