    You get him in one of the spotpass Bonus Maps. If I remember correctly, during the scenario with Walhart you need to engage in fight him with Chrom at LEAST once before you defeat him to recruit him.

    I don't think you need to defeat him with Chrom, just fight him. In my game I had Chrom fight him but My Avatar defeated him in two separate battles.

    I did get Emm. In my initial playthrough I got everyone except for Yen'fay, Aversa, and Priam because they weren't available when I beat the game. Second run through, I'm not at that point yet.
