No it's not. Nintendo clearly said that Hyrule Warriors is not the next installment in the core Zelda franchise.

An alleged leak on the internet a while back said that the new game was called LoZ: Shard of nightmares. Which sounds like it could be cool seeing as we could be able to get a lot more character developpement for Link if we get to see his nightmares, and maybe we'll even see more stuff inside his head... assuming the information is true, that is.
