    If you cared, you'd vote. Smogon doesn't make the ban decisions, it just lets players try out the game with and without the suspect, then lets them vote.

    You say you don't have the time to qualify and vote, so the people who use Showdown! a lot and would most appreciate having their opinion out there vote instead, and they vote for the ban. So what?

    Maybe, but I can't prove or disprove that. I do know of a way to get past an IP/proxy filter like that but doing that would require using someone else's computer at another place which is impossible to catch. That doesnt mean everyone or most people are doing that though.
