It could be, the leak also claimed that the Ice Climbers were scrapped along with Lucas and Snake (Which is very reasonable)

They should have made Waluigi playable. :( I was watching Mariokart64DS's YT vids showing m0ds for Brawl where you play as Waluigi, and after seeing that I wished he was playable in this new game...
