Hit a guy 23 times and he didn't die... in fact... I didn't see smoke. I hit him 14 times before he even hit me once. He was some random level 26 Japanese guy. Literally. I hit him with all three homing torps, got multiple long ranges on him. After hitting him 23 times (I got 240 pts, hit a COM once), he was not retreating. WT*?!
