    you can buy armor on the citadel go to the presidium there will be a few stores around then after visiting those stores you should be able to buy stuff from the cargo bay of the Normandy if you don't want to go back to the citadel

    yes but keep in mind if you buy from Cortez on the Normandy, it costs a little more. armors are expensive you might want to buy them directly on the citadel to get them cheaper

    the stores 1 at the asari clerk and the others near barlavon (volus banker) plus you have to visit the stores for you to be able to purchase in the normandy
