    My personal theory is they are being saved for the Wii U version. You don't want to have all the fighters announced before your biggest game of the year comes out. Once it releases they could patch in the remaining five fairly easily into the 3DS version or even have it so the Wii U/3DS need to connect to make them available on 3DS version.

    @jtfire - Yeah. The guy who dumped the code for found a file that once activated would add a shop similar to how they did in Mario Kart 8. They also found the image for a left and right arrow that would fit on the bottom corner of the stage select screen as if to scroll between two pages. GoNintendo had all of the images when it first happened.
