    It's because he is the fox. As you can see the kitty version, he's a lepard differ from Mario.

    He does have interesting suits. The fox idea came from Super Mario Land 3, where he and brother worn the Tanooki suits

    It first appeared in Super Mario Bros. 3. There was never a Land 3. And Luigi had that fox suit in Mario 3D world, although i don't know why they chose to make him a fox.

    The original Super Mario Bros. 3 doesn't have a fox suit but the Tanooki suit first appeared in Mario 3. There is a Mario Land 3 but I don't remember it's sub title like Mario Land 2's 6 Golden Coins.
