    Are you having trouble getting into Dragon Roost Cavern (the dungeon on Dragon Roost Island)? If so, what you need to do is after you have thrown Medli up to the dungeon, bottle some spring water, and then pour it on the plants near the exit. Once you have done that, throw the bomb onto the gigantic rock to flood the room, and you will be able to swim across to the dungeon.
