Here's a tip for the next time you encounter it. Make a match that will line up 4 of the Winking Raichu icons in a row to activate its Rock Break+ skill. Do this for both turns, and you'll beat it for sure.

He is absolutely right. Two consecutive matches of 4 finishes the stage and gives you 36% catch rate.
