Yes, it was all acted. He explained it later. And it was always clear that he acted, because it's so out of character, but I guess you can't see the reasoning behind it immediately.

To me, 999 and VLR were more about 'completing the cycle' - you manipulated the past (or your past selves) to match the future/present you wanted. In ZTD, however, there were multiple aims: sending people to the past to enable the present situation to exist (self-consistency) and shaping a new future as well.
