Currently, it is only available through Japanese events for purchasing tickets to the upcoming Marshadow movie in Japan. Which means for most people, if you want one, you will need to trade for it or wait for the event to release in other regions.

I wish the Pokémon movies would start coming to cinemas worldwide again. First, we got Pokémon cards and now the Japanese get super-special Pokémon!

Yeah, each one in Japan runs for a couple weeks, then the next Ash hat is released. I'm assuming the same will happen once they start releasing it in other regions.
