You can unlock him on one of the Adventure mode level.

He's retty easy to find. Complete story mode then goto adventure mode. There you'll find Ruto, Agitha, and Zant. Also Zant has a meter called the Blend-o meter. When it starts to glow red press Y to release it and continually press it to shoot lasers. If you don't release some energy Zant will get dizzy and fall over. Hope tbis helps!!!
