    It's technically still shiny locked. However an error/glitch/problem in gamefreak's legality checker allows cheated ones to be traded and used in online competition. Also applies to Keldeo, Celebi, and I believe Meloetta. So take what you will from that. If it were legally shiny loads of people would have one not just the few who use criminal activity to get things.
