During his first phase, wait until he retreats into his bottle after lobbing fireballs, hit the bottle with your sword, then use the Power Bracelet to pick it up and throw it against the wall. Do this three times to break it, then it's only a matter of attacking him until he's defeated.

A way to dodge the first phase fireballs is to just go back and forth until he goes back into his bottle.
