The raticate was so injured, it could not be healed, and passed away, as you see blue paying his respects at lavender town. NUMBER ONE. The great pokemon war. In gen one, a gym leader says he was saved by electric types in the "war". Also, there are no adult males able to fight physically, and if there are, they were involved in crime or government. You only have a mom, and Blue is an orphan.
