    I can't really help in terms of breeding but you can teach Volt Tackle as a TM in... that Asian themed city.

    Not in Sun & Moon, you can bring a Pikachu to some lady and she'll teach it Volt Tackle.

    Either the Pikachu you're breeding with or its partner must have come from a game set in a foreign language. They can both be foreign too, as long as they came from different languages.

    The Everstone guarantees nature inheritance, so just give it to the Pokémon with the Adamant nature. I'd recommend passing down Encore and Fake Out as egg moves.
