It was a joke about the title screen MarioKart8. It says "Press A To Start", when really, any button is okay to press in order to get started. The Miiverse Administration part of the joke is there because the Admins are strict about their "Code of Conduct", and if you break one of their Codes of Conduct "THIS IS AGAINST MIIVERSE CODE OF CONDUCT" notification pops up.
