    The keyword here is "usually", hate might not be the most appropriate word but there are plenty of innocent people that is left behind by the law and that the authorities fail to protect; laws are far from perfect, the enforcers are only human (and are bound to make mistakes) and certainly the justice can act very differently depending of who you are and the money you have (for example)
