    If you'd rather play it on the Switch, I'd wait for an announcement. If not, then it is not at all "too late" to get the Wii U version, since the community is still very active with good levels and ideas.

    I think it'd be possible given the popularity of Mario Maker. I have a few theories as to how they could pull it off on Switch, but I'm not sure which one seems to be the most likely to be used by Nintendo.
